Biographical/Historical Note

In 1789, a judiciary act created a system of district and circuit courts in the United States, designed to function in addition to the Supreme Court. The act divided the country into 13 judicial districts, which were then divided into eastern, middle, and southern circuits. The states of Georgia and South Carolina constituted the Southern Circuit. When the circuits were reorganized in 1802, Georgia and South Carolina became the 6th circuit.
