Harold A. Waters was an attorney in Savannah, Georgia. He was very involved with the American Legion, specifically in the area of mental health. He was a member of the American Legion, George K. Gannam Post, #184 in Thunderbolt, Georgia.
This collection contains a scrapbook about the American Legion assembled by Harold A. Waters from 1947-1972. Included in the book are two letters written to Mr. Waters, one by Richard B. Russell and one by J. Edgar Hoover.
